Yes, this was pointed out to me after I posted what I did, so I will
happily go with the flow... :)

A better idea has been put forward; instead of changing the resource of
each program, just have one (global) data file in the system directory
that controls keyboard shortcuts. The data file would consis of a code
identifying the type of action the shortcut on that line is for, the
shortcut, and a comment (language non-specific) that would identify
for the user what that code is for. It would be expandable, too.
